You can receive tax-free distributions from your Archer MSA to pay for qualified medical expenses (discussed later). If you receive distributions for other reasons, the amount will be subject to income tax and may be subject to an additional 20% tax as well. You don\u2019t have to make withdrawals from your Archer MSA each year. You will have excess contributions if the contributions to your Archer MSA for the year are greater than the limits discussed earlier.<\/p>\n<p>However, the plan can provide for either a grace period or a carryover. You contribute to your FSA by electing an amount to be voluntarily withheld from your pay by your employer. This is sometimes called a \u201csalary reduction agreement.\u201d The employer may also contribute to your FSA if specified in the plan. If, during the tax year, you are the beneficiary of two or more Archer MSAs or you are a beneficiary of an Archer MSA and you have your own Archer MSA, you must complete a separate Form 8853 for each MSA. Enter \u201cstatement\u201d at the top of each Form 8853 and complete the form as instructed. Only people who have high-deductible health insurance plans are eligible to open a Health Savings Account.<\/p>\n<h2>Employee Benefits &#038; Pension Plans<\/h2>\n<p>The annual inflation-adjusted limit on HSA contributions for self-only coverage will be $3,850, up from $3,650 in 2022. The HSA contribution limit for family coverage will be $7,750, up from $7,300. The adjustments represent approximately a 5.5 percent increase over 2022 contribution limits, whereas these limits rose by about 1.4 percent between 2021 and 2022. In order to qualify for 2019, the employee must have a health insurance policy with a deductible of at least $1,350 per year for individual coverage, and $2,700 per year for a family plan.<\/p>\n<h2>The HSA as a Retirement Savings Vehicle<\/h2>\n<p>Excess contributions made by your employer are included in your gross income. If the excess contribution isn\u2019t included in Form W-2, box 1, you must report the excess as \u201cOther income\u201d on your tax return. If you (and your spouse, if you have family coverage) have HDHP coverage, you can\u2019t  generally have any other health coverage. However, you can still be an eligible individual even if your spouse has non-HDHP coverage, provided you aren\u2019t covered by that plan. However, you can have additional insurance that provides benefits only for the following items.<\/p>\n<h2>IRS Issues Proposed Regulations Applicable to Employer Shared Responsibility Regarding Health Coverage<\/h2>\n<p>For 2020, that means a plan with a minimum annual deductible of $1,400 for individual coverage or $2,800 for family coverage. 6199, the Restoring Access to Medication and Modernizing HSAs Act, is expected to be reintroduced in the House and Senate in the first quarter of 2019. There are, however, a few HSA limitations and requirements that are adjusted for inflation each year. A Health Reimbursement Arrangement must be funded solely by an employer.<\/p>\n<h2>Have you done your ACA affordability cost-share homework for the 2021 health plan year?<\/h2>\n<p>Attach the statements to your tax return after the controlling Form 8853. The testing period rule that applies under the last-month rule (discussed earlier) doesn\u2019t apply to amounts contributed to an HSA through a qualified HSA funding distribution. You and your spouse can split the family contribution limit ($7,300) equally or you can agree on a different division. If you split it equally, you can contribute $4,650 to an HSA (one-half the maximum contribution for family coverage ($3,650) + $1,000 additional contribution) and your spouse can contribute $3,650 to an HSA.
